There are background checks, and also testing to show you know the law, and can handle a weapon. In most States you cannot even draw you weapon unless your safety is at? serious risk. The video footage is usually captured by the camera's operated by the local authorities, By law they have to copy you the footage upon request.....or they can do what they want with it as long as? it does not contravene the "data protection act". For example in the case of traffic accidents,they can blur out the number/licence plate and sell the videos on to TV programme producers. The standard of driving in Russia is far far lower than in the UK. There's no arguement
